Ivan Charner is the Vice President and Director. He has over 35 years of experience analyzing and evaluating federal‚ state‚ and local educational policy and programs related to: school reform‚ teacher training and professional development; school-to-career system building; workforce development; youth employment and development; integration of academic and career technical education; school-business partnerships; and adult education and training. He also has extensive experience in: qualitative and quantitative research design; design of evaluation plans and strategies; critical friend evaluation methods; design of student‚ teacher‚ and employer data collection instruments; design and analysis of case study protocols; and use of evaluation data for program improvement.

Robin White is the Senior Program and Policy Director and directs technical support for the Bush Foundation’s teacher effectiveness initiative‚ leads the case study component for the National Assessment of Career and Technical Education (NACTE)‚ and plays a major role in the National Research Center for Career and Technical Education’s green-focused programs of study technical assistance academy. She has more than 25 years of experience in the design‚ implementation‚ and evaluation of education reform and improvement efforts.

Ilona Grant‚ Finance Manager‚ provides financial management of a portfolio of projects under the Center (NIWL)‚ conducts analyses of financial data‚ and prepares financial reports as needed. She provides financial leadership and expertise to project staff‚ and works closely with the business manager and project directors in the development of new business activities. Prior to joining NIWL‚ she worked as a Budget Manager in the Office of the CFO at FHI 360.

Lisa Johnson is a Senior Project Officer. She manages the Johnson & Johnson funded Bridge to Employment program‚ the Green Jobs Audit in Brockton‚ MA and the Central Education Center replication initiative. She served as project director for the Brockton RISE Youth Opportunity Center‚ managing a five-year‚ $18 million Department of Labor’s Youth Opportunity (YO) grant. The YO program promoted the creation of a holistic youth development system including education‚ skills training and employment opportunities for youth in Brockton ages 14 – 21.

Stephanie Davison‚ a Senior Program Officer at NIWL‚ helps develop and implement workforce development projects. Ms. Davison also helps conduct research‚ provides technical assistance and develops business opportunities to build the workforce development practices within NIWL. Before joining NIWL‚ Ms. Davison served in a variety of capacities at The Corps Network including providing training and technical assistance‚ completing analysis of programs‚ and coordinating business planning and has provided independent consulting services to youth and workforce development programs.

ERIC WATTS‚ a Program Officer at NIWL‚supports education and workforce development projects, with an emphasis on projects related to CTE policy and practice, teacher education, and professional development. He provides CTE and teacher education expertise to internal teams at FHI 360 and overall technical support to NIWL and the U.S. Education and Workforce Development Group on various education issues. Before joining NIWL, he worked at the National Council for Accreditation of Teacher Education (NCATE) and was a secondary social studies teacher with Baltimore County Public Schools. Caitlin Rose Dailey‚ Program Officer‚ co-directs the Learning Network: Focus on Clinical Experience‚ an initiative that examines innovations in clinical practice that promote institutional change in teacher preparation. Ms. Dailey also supports qualitative research and evaluation design and implementation and contributes to writing‚ editing‚ and producing case study and other research reports on career and technical education and teacher preparation. Before joining NIWL‚ Ms. Dailey completed research and public programming internships at the Smithsonian Institution’s National Museum of Natural History and San Francisco Maritime National Historical Park.
